To configure MEF 10.2 coupled color blind

Follow configurations steps 1 through 7 from the article Configuring trTCM Color Blind Mode.
Configure MEF coupled QOS color-blind metering.

Note: In MEF 10.2 coupled color blind mode, Green packet, Yellow packet, and Red packet remarking are supported.
