To configure MEF 10.2 decoupled color blind

Follow configurations steps 1 through 8 from the article Configuring trTCM Color Blind Mode.
Configure MEF decoupled QOS color-blind metering.

Configure decoupled QOS color-blind metering actions.

Note: In MEF 10.2 decoupled color blind mode Green packet, Yellow packet and Red packet remarking are supported.
